ALEX GILSON
EIT | Traffic and Operations Engineer Alex is a world-class problem solver, specializing in traffic impact studies, safety analysis and transportation master plans. Alex is an avid triathlete and is currently finishing his PhD at Texas A&M. Go Aggies!
JOEL YELLOWHORSE
EIT | Traffic and Operations Engineer As a former land use attorney, Joel brings a unique perspective to the field of traffic engineering. Working on an array of projects, Joel is an office bright spot with his lighthearted attitude and strong support for the team. His favorite thing is playing the piano while his daughter dances along.
KATIE HUNT
Business Development & Marketing Manager Katie is focused on telling the Hales story through the marketing and business development lens. She helps build and maintain Hales' reputation of high-quality, personable service. Katie enjoys outdoor activities and spending time with her family and friends.
LUKE MAESER
EIT | Traffic and Operations Engineer Luke has a broad background and skillset from data collection to traffic studies, and has worked on hundreds of successful projects. Luke is a dedicated father and husband, the reigning office Topgolf champion, and confident he could beat you in bowling.
JEREMY TITENSOR
EIT | Traffic Engineering Intern Jeremy is known for his dependable, efficient, and high-quality work on all kinds of traffic studies and general knowledge of all things. Let's put it this way, he's a great person to have on your team for trivia night. One of his greatest accomplishments was restoring a 1965 Mustang with his dad.
NATHAN WARNER
EIT | Traffic Engineering Intern Nathan is the newest member of the Hales team and is learning a ton. He's an avid pickleballer, a family guy, a newlywed, and an outdoor adventurer. He recently became a certified drone pilot and dreams one day to own an event center with an orchard.
JOSH GIBBONS
PE, PTOE, RSP1 | General Manager Josh has been the Hales GM since 2024. Topping the list of his greatest accomplishments are his family and leading the charge on thousands of projects at Hales since joining as an intern in 2016.
JORDI BERRETT
PE, PTOE | Project Manager Salt Lake County, Tooele, Southern Utah & Arizona Jordi is a modeling master and specializes in signal timing. He covers Salt Lake and Tooele Counties, in addition to UDOT Region 4, Arizona, Colorado and Montana. Jordi is a family man, and a dedicated father to his three young children.
JOSEPH BROWNING
PE, PTOE | Project Manager Utah County and Southern Idaho Joseph specializes in traffic safety and traffic studies and is an expert communicator. He covers Utah County, eastern Idaho, Nevada and New Mexico. Joseph is an avid hiker in his free time and is striving to summit each of the Wasatch Seven.
SHAWN ELIOT
AICP, MPA | Planning Manager Shawn joined the Hales team in May 2025 after spending nearly 30 years at MAG. He's an expert with master plans, public engagement and active transportation. You can always find Shawn running, hiking or making people laugh.
SCOTTIE DUCLOS
PE, PTOE | Project Manager Northern Utah, Southwest Idaho and Wyoming Scottie delivers high-quality, efficient traffic modeling on every project. He works closely with clients, and handles work in UDOT Region 1, Park City, Heber City, Western Idaho, Wyoming and North Dakota. Scottie's on a mission to visit every U.S. national park and once biked across the entire country.
DALLIN BORROWMAN
Transportation Planner Dallin is an exciting new addition to the Hales team. He's worked on a wide variety of projects from safety action plans to transportation master plans. He's effectively known as our "Plan-gineer." Dallin is a big fan of any tabletop game and loves international cinema.
